How to Request Police Disciplinary Records

Police disciplinary records — including complaint histories, sustained findings, and punishment records — are essential for accountability reporting. Access varies by state, but the trend is toward greater transparency.

State-by-State Access

States with Strong Access

  • Ohio: All completed disciplinary records are public under ORC § 149.43
  • California: SB 1421 opened records of shootings, sexual assault, dishonesty, and serious force
  • New York: 50-a repeal made disciplinary records public in 2020
  • Florida: Broad public records access under the Sunshine Law
  • States with Restrictions

  • Some states still protect officer identity in complaints unless sustained
  • Pennsylvania and several others limit access to investigation files
  • Sample Request Language

I am requesting the complete disciplinary history for [OFFICER NAME/BADGE NUMBER], including all complaints filed (both citizen and internal), investigation outcomes, sustained findings, and any disciplinary actions imposed, for the period of [START DATE] to [END DATE].

    Tips for Journalists

  • Request aggregate data first: Before targeting specific officers, request department-wide disciplinary statistics. This helps identify patterns.
  • Cross-reference: Compare disciplinary records with use of force reports and lawsuit settlements.
  • Brady/Giglio lists: Some prosecutors maintain lists of officers with credibility issues. These may be obtainable through the DA's office.
